OPEC+ meets on Sunday, October 4, and expectations are for November quotas to be held broadly steady — the increment on the table is only about 137,000 barrels a day. The substantive agenda is the 2027 capacity and quota review, not monthly fine-tuning.
Context matters more than the communique. Seven members held October output flat at the September 6 meeting, completing the 1.65 million barrel-a-day voluntary-cut rollback. The combined October quota is roughly 31.01 million barrels a day, with Saudi Arabia at 10.478, Russia at 9.949, and Iraq at 4.431. But quotas have been nominal since March: with Hormuz disruptions restricting flows, Gulf producers are physically unable to fill them.
The group’s composition also keeps shifting underneath the negotiations. The UAE exited OPEC on May 1, and Sunday’s meeting is expected to proceed without it — one fewer voice at a table that is really arguing about who gets to pump what in 2027.
