The Department of Energy announced October 6 a conditional loan commitment of $4.2 billion to Vistra to finance 433 MW of nuclear uprates and modernization across its fleet in Pennsylvania and Ohio. The loan, from DOE’s Office of Energy Dominance Financing, formerly the Loan Programs Office, would cover new uprate capacity and preserve around 4 GW of existing nuclear to meet growing demand in Pennsylvania, Ohio and the PJM Interconnection region.
The investment covers Vistra’s planned uprates at Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio, programs Vistra announced in January 2026 tied to a 2.6 GW power purchase agreement with Meta. Under that January SEC 8-K, Meta takes the full 1,268 MW of Perry, 908 MW of Davis-Besse, plus 213 MW of Perry uprate, 80 MW of Davis-Besse uprate and 140 MW of Beaver Valley uprate capacity. DOE said the investments will produce more electricity from existing plants without new transmission corridors while supporting 20 additional years of licensed operation.
The commitment also includes an option for DOE to finance future uprates at Vistra’s Comanche Peak plant in Texas. The loan remains conditional: Vistra must satisfy technical, legal, environmental and financial conditions before DOE enters definitive financing documents and funds the loan.
