USTR invokes labor mechanism against Mexican auto-parts maker

Politics Thursday, October 8, 2026 · Updated Oct 8, 2026 18:48

The United States invoked the USMCA's Rapid Response Labor Mechanism against auto-parts maker GLM Components Mexico, alleging workers were denied freedom of association and collective bargaining.

Why it matters: The invocation suspends customs liquidation on the Puebla plant's shipments and starts a 45-day review clock, the latest test of USMCA labor enforcement in Mexico's auto sector.

Data as of USTR press release October 8, 2026, opened and read directly. Single-sourced: no independent confirmation of the petition's allegations.

The Office of the US Trade Representative on Thursday invoked the USMCA Rapid Response Labor Mechanism against GLM Components Mexico, an auto-parts maker in Puebla, asking Mexico to review whether workers are being denied freedom of association and collective bargaining. The move follows a September 8 petition from the Mexican independent union Sindicato Regeneracion Nacional “Morenas,” which alleges the company interfered with union activity and fired workers in retaliation for it. The United States has suspended liquidation of unliquidated entries of goods from the facility; Mexico has 10 days to agree to a review and, if it agrees, 45 days from October 8 to complete it.
