US threatens to suspend intel sharing over Ukraine refinery strikes

Politics Monday, October 12, 2026 · Updated Oct 12, 2026 12:51

The Trump administration has warned Kyiv and European allies that the United States could suspend intelligence sharing and European purchases of US weapons for Ukraine if Ukraine does not halt its deep strikes on Russian energy facilities, European officials told CNN and the Financial Times.

Why it matters: Intelligence sharing and the PURL purchasing channel are described by a European official as vital to Ukraine, and the threat ties continued US support directly to Kyiv giving up the refinery campaign that has helped drive global diesel prices.

Data as of Monday, October 12, 2026. Weekend warnings reported by the Financial Times and CNN, citing European officials; Reuters said it could not immediately verify the FT report and the White House, State Department and Pentagon had not commented. Developing item, 2 to 3 sentences by design.

The warnings were delivered over the weekend by the State Department and the Pentagon, including direct communications from the US military to Ukrainian commanders, according to two European officials cited by CNN, with the Financial Times first reporting the threat to intelligence sharing and to PURL, the mechanism through which European allies buy US weapons for Ukraine. One US official framed the message to negotiators as a partner asking Kyiv not to take actions that hurt American consumers, a reference to the diesel price surge Washington blames in part on Ukraine’s refinery strikes.

The pressure campaign sits behind the energy ceasefire President Trump announced on Sunday, which Kyiv said caught it by surprise and which Russia on Monday declined to confirm exists. The US agencies involved had not commented on the reported threats as of Monday.
