Ukraine backs Trump energy truce, says Russia must join

Politics Tuesday, October 13, 2026 · Updated Oct 13, 2026 13:51

President Volodymyr Zelensky said in his Tuesday evening address that Ukraine supports President Trump's proposed energy truce and has sent Washington proposals for the next talks, but that Russia has yet to join any such agreement.

Why it matters: Kyiv is publicly signing on to a pause in strikes on energy infrastructure ahead of winter while denying that the truce Trump announced on October 11 ever took effect, after Russian strikes hit a Kharkiv power plant that same day.

Single source reporting Zelensky's own evening address, hence grade C: the statement is Ukraine's position, Russia's position is not in the report, and the October 11 strike account is NV's. Developing item, 2 to 3 sentences by design.

Zelensky said Ukrainian and American teams are in contact, that Kyiv has sent envoys Steve Witkoff and Jared Kushner its proposals for the next meetings, and that Ukraine is ready to meet in the coming days. Trump said on October 11 that an energy truce between Ukraine and Russia had begun with both sides agreeing, but Kyiv officially denied that any formal agreement existed and asked Washington for details. NV reported that after that announcement Russian forces struck the CHP-5 plant in Kharkiv and the settlement of Pesochyn, killing three people and injuring more than twenty.
