The US Treasury's FinCEN issued an alert on Thursday directing financial institutions to watch for Iranian abuse of religious charity networks, including religious payments moved through cash couriers and informal transfer systems, as part of Operation Economic Outcast.
Why it matters: The alert extends Washington's Iran financial campaign from banks and shipping into charitable and religious payment channels, widening the compliance net for any institution handling donations linked to Iran.
Data as of US Treasury press release sb0661, October 15, 2026, headline confirmed on the Treasury site; the Treasury site could not be opened directly from this newsroom's network, so detail is from secondary reporting of the release and is flagged as such. Developing item, single chain of reporting.
The Treasury Department’s Financial Crimes Enforcement Network issued an alert on Thursday asking banks and other financial institutions to flag signs that Iran is using religious charity networks to evade US sanctions, the latest step in Operation Economic Outcast. Treasury alleges that religious payments, including collections for Iranian clerics with government ties, can reach Iran or Iran linked actors through cash couriers or hawala style informal transfer networks, and it lists warning signs such as charities soliciting donations without visible services, large donations from unknown sources, and transfers onward to unrelated parties followed by cash withdrawals.
Secretary Scott Bessent said the Iranian government has abused religious institutions to enrich its elites and finance terrorism, and that reports from financial institutions would help law enforcement identify Iran linked money movement. The alert lands the same day Treasury issued a companion release targeting Iran’s international financial networks and shadow banking architecture, covered in today’s OFAC designations story.
