Greece drafts 60 percent renewables rule for data centers

Technology Thursday, October 15, 2026 · Updated Oct 15, 2026 11:06

Greece's Ministry of Environment and Energy has proposed draft legislation that would require data centers to source at least 60 percent of their power from renewable sources, with public consultation open until October 24.

Why it matters: The draft couples the renewables mandate with a 200,000 euro per megawatt bank guarantee and proof of financing before grid capacity can be reserved, a direct attempt to clear speculative projects out of the connection queue that is slowing real builds across Europe.

Greece’s Ministry of Environment and Energy has put draft data center legislation out to consultation until October 24, Datacenter Dynamics reported on Thursday. The draft would require data centers to source at least 60 percent of their power from renewables, allow investors to reserve grid capacity only where they can show sufficient financing and investment readiness, and make developers cover grid connection and reinforcement costs. Projects connecting to the transmission system would face financial capacity checks, including turnover criteria, and a bank guarantee of 200,000 euros per megawatt aimed at keeping speculative applications out of the queue. The regulator RAAEY would keep a data center registry, grid operators would publish available connection capacity by region every three months, and a 2.3 billion euro Island Decarbonization Fund would finance a shift away from oil fired generation on the islands. Greece has 29 operational facilities across 19 operators, and the proposal follows Spain’s August draft, which would set an 80 percent renewables bar.
