Japan’s Ministry of Finance announced on Thursday a liquidity enhancement auction for October 22, offering about 500 billion yen across off the run issues. Eligible securities are 10 year JGB issues 365 to 383, 20 year issues 132 to 162 and 30 year issues 6 to 27, with an issue date of October 23.
Liquidity enhancement auctions reopen older, less traded lines to lift their liquidity toward on the run benchmarks, narrowing the cheapness that builds up in off the run paper as the curve reprices. In a market where the 5 year auction on October 14 cleared at an average yield of 2.379 percent, keeping the 10 to 30 year sector fungible matters for how smoothly dealers can intermediate the Bank of Japan’s gradual normalisation.
The timing is administrative rather than a policy signal, but it is not accidental either. The auction lands a week before the BoJ’s October 29 to 30 meeting, in the same fortnight as the ministry’s regular calendar, and alongside the BoJ’s October market operations consultations. An orderly long end, with liquid benchmarks across the curve, is the precondition for the BoJ to debate its next step on the strength of the data rather than under pressure from market functioning.
