ITC finds solar imports from three countries injured US manufacturers

The US International Trade Commission has found that imports of crystalline silicon solar cells from India, Indonesia and Laos injured US manufacturers, clearing the way for final anti-dumping and countervailing duty orders.

Why it matters: The finding locks in another round of US solar trade barriers, with the petitioning alliance describing the expected duty rates as prohibitive and final orders expected from the Commerce Department on November 2.

The US International Trade Commission voted Wednesday to find that imports of crystalline silicon photovoltaic cells from India, Indonesia and Laos materially injured US solar manufacturers, aligning with a Commerce Department finding last month. The decision sets up Commerce to issue final anti-dumping and countervailing duty orders, which counsel for the Alliance for American Solar Manufacturing and Trade said are expected on November 2.

Counsel for the alliance, which is led by First Solar, Hanwha Qcells USA and Mission Solar Energy, described the margins as very substantial, citing dumping margins of 123 percent and countervailing duty rates of 126 percent for India. The ITC said it will release its full report on the case on November 23.
