The Telegraph Media Group’s ownership odyssey became a formal three front competition case on Friday, as the CMA published merger inquiry pages for the Daily Mail and General Trust route and the RedBird IMI route, alongside research reports on the jurisdiction and competition tests for the previously anticipated acquisitions by RB Investco, by RedBird IMI and by DMGT.
The layering is the story. The Telegraph has been through a forced sale, an Abu Dhabi backed bid blocked on media plurality and foreign state influence grounds, and successive resale processes since 2023. By running the inquiries in parallel and publishing the underlying research, the CMA is building a single evidentiary record for whichever transaction actually reaches completion, rather than starting again each time the bidder changes.
For the bidders, the inquiry structure cuts both ways: DMGT, a domestic newspaper group, faces conventional plurality and competition questions about combining national titles, while any structure with sovereign linked capital faces the foreign state influence test that killed the RedBird IMI deal in its first form. The Telegraph’s newsroom, meanwhile, enters another winter of ownership by process.
