The European Commission has signed an association agreement with Andorra and San Marino that gives both countries access to the EU internal market under common rules and fair competition conditions, with cooperation frameworks in research, education, social policy, the environment and consumer protection. Financial services integration will be gradual and conditional on an assessment of both partners’ regulatory and supervisory frameworks, and updated monetary agreements were signed alongside to align their use of the euro with the new deal.
The agreement now needs the European Parliament’s consent, requested through the Council, before conclusion, and it can be applied provisionally once Andorra and San Marino complete their own ratification procedures. Negotiations began in 2015, were concluded in December 2023 after Monaco’s parallel track was suspended, and the Council authorised signature in July 2026.
