People’s Bank of China Governor Pan Gongsheng met Bridgewater founder Ray Dalio in Beijing on October 19, the central bank said in a one line notice published on Tuesday, and the two exchanged views on the global economic and financial situation and China’s macroeconomic policy. No measures were announced. The meeting sits in the Financial Street Forum week, in which Pan set out the bank’s framework reforms in a keynote this site reported on October 19.
Deputy Governor Xuan Changneng met Brazilian Treasury Secretary Daniel Leal the same day, and the two discussed Brazil issuing sovereign panda bonds and financial market connectivity between China and Brazil, the central bank said. A Brazilian sovereign panda bond would extend the renminbi denominated sovereign issuance channel that Beijing has been building with visiting finance ministries, and the readout is recorded here as a discussion, not an announced deal.
The Reserve Bank of India extended its directions on the Konark Urban Co-operative Bank of Ulhasnagar for a further three months, from the close of business on October 23, 2026 to January 23, 2027, subject to review, under Section 35A of the Banking Regulation Act. The directions were first issued in April 2024. The bank stated, as it does in each extension, that the extension should not be read as satisfaction with the bank’s financial position.
Monetary Authority of Singapore Managing Director Chia Der Jiun, in a keynote published in the BIS library, said Singapore will take a next step in settling tokenised MAS Bills with wholesale Singapore dollar central bank digital currency, bringing tokenised assets and tokenised central bank money onto common infrastructure. The wholesale CBDC was made available through the SGD Testnet in 2025 and was first trialled settling interbank overnight lending between DBS, OCBC and UOB. Chia also set out the proposed single currency stablecoin framework, with reserve backing, capital requirements, redemption at par and disclosure, and warned that stablecoins’ suitability for large wholesale settlement may be limited without an anchor in central bank reserves.
In Ghana, the Chartered Institute of Bankers’ third post MPC seminar, reported by MyJoyOnline as a single outlet account, took up the transmission question behind yesterday’s lending rate data. A bank survey presented at the seminar found most universal banks lending at 10 to 15 percent, while 46 percent of community banks reported lending at 21 to 25 percent and microfinance banks at roughly 31 to 40 percent. Governor Johnson Asiama, in remarks read for him, said transmission is neither automatic nor instantaneous because banks price funding costs, credit risk and expected losses as well as the policy rate, which the committee held at 14.0 percent on September 24. About 70 percent of surveyed banks expect inflation to rise over the next three months, and 71 percent are confident of meeting the 10 percent non performing loan directive by the end of 2026.
JPMorgan Chase has deposited 50 billion naira, about 38 million dollars, with the Central Bank of Nigeria, meeting the minimum paid up capital requirement for a nationally authorised merchant bank under the recapitalisation framework, BusinessDay reported from Bloomberg reporting. The deposit does not guarantee approval; the central bank must still decide. A licence, expected by the bank by the end of 2026 or early 2027 according to the report, would let JPMorgan move from its long standing Lagos representative office and Eurobond advisory work into licensed wholesale activities including corporate lending, treasury services and capital markets.
The BIS speech library carried a wider Bangkok cluster this week beyond the three speeches reported as full stories today: financial literacy towards an inclusive economy, partnerships for prosperity, ensuring resilience in the face of uncertainty, and effective supervision through timely remediation, alongside an address on the AI opportunity for Europe. They are thematic conference remarks rather than policy signals and are recorded here as a group. Two pool items are referenced, not duplicated: the CFTC’s 288 million dollar EminiFX court orders and the Treasury’s 270 million dollar student aid fraud identification were both published as full stories by this site on October 19, and Japan’s October 27 liquidity enhancement auction announcement was published the same day. The Federal Register’s OFAC sanctions notices for October 20 are routine designations paperwork with no rates content.
