Turkiye, Qatar, Pakistan and Indonesia signed the Badr memorandum of understanding in Doha on Wednesday to deepen defence cooperation, joint military production and training, Turkiye's Defence Ministry said.
Why it matters: The accord adds a four way defence industry layer to the web of pacts Ankara is formalising during the Iran war, after the Makkah defence pact with Saudi Arabia and Pakistan was sent to Turkiye's parliament for ratification this week.

Turkiye, Qatar, Pakistan and Indonesia signed the Badr memorandum of understanding in Doha on Wednesday, Turkiye’s Defence Ministry said, an agreement to deepen cooperation in military production, technical training, research and development. Haluk Gorgun, head of Turkiye’s Defence Industry Presidency, called the accord the foundation of a strategic cooperation on joint production and technology sharing.
The ministry said the accord carries substantial economic importance and is meant to let the four countries combine their military production capabilities to meet the needs of allied and friendly nations. It is a cooperation memorandum, not a mutual defence pact, and it lands alongside the Makkah defence pact between Turkiye, Saudi Arabia and Pakistan, which was sent to Turkiye’s parliament for ratification this week.
