France publishes decree for 10-million-barrel diesel stock sale

Commodities Saturday, October 24, 2026 - Updated Oct 24, 2026 06:45

France published a decree on Saturday setting the terms for selling up to 1.6 million cubic metres, about 10 million barrels, of strategic diesel stocks, with the price benefit due to reach motorists from November 1.

Why it matters: The decree turns the strategic release Prime Minister Sebastien Lecornu announced in early October into a working sale, and its full pass-through rule, with distributor reporting to the authorities, is the mechanism meant to ensure the cut shows up at the pump rather than in margins.

Data as of Decree No. 2026-981 of October 23, 2026, published in the Journal officiel on October 24, 2026. France published a decree on Saturday setting the economic conditions for the release of strategic diesel stocks announced in early October by Prime Minister Sebastien Lecornu. The decree authorizes the sale of Sagess security stocks up to a cumulative maximum of 1.6 million cubic metres, about 10 million barrels, until January 31, 2027, sold at weighted average acquisition cost and allocated among distributors in proportion to the volumes they place on the market, with the sale price and allocations to be fixed by ministerial order.

Distributors must pass the full economic benefit through to the final customer and inform customers before the sale, and the pass-through may begin early, from November 1. The government aims for a cut of 12 to 18 centimes per litre in diesel, which has averaged 2.3 to 2.4 euros per litre since early October on government figures. A separate decree published the same day extends the aid scheme for off-road diesel used in farm work until December, at 15 centimes per litre.
