Britain and Canada agree two distinct defence financing institutions

Politics Sunday, October 25, 2026 - Updated Oct 25, 2026 14:17

Britain and Canada said on Sunday they will develop two distinct but complementary defence financing institutions, the Multilateral Defence Mechanism and the Defence, Security and Resilience Bank, under an agreed framework of cooperation.

Why it matters: The decision settles the shape of two proposed lenders for the defence industrial base, one British backed and one Canadian backed, and commits both governments to run them in partnership rather than as a single merged bank.

Britain and Canada reiterated their commitment to strengthening defence financing and said they have agreed to develop a framework of cooperation between the Multilateral Defence Mechanism and the Defence, Security and Resilience Bank, having concluded that two distinct but complementary institutions working in partnership serve both countries best. As the two are operationalised, they will be designed to work in close partnership on industrial priorities, investment opportunities and strategic financing challenges. Together, the statement said, they will provide complementary tools to strengthen the defence industrial base and enhance collective defence readiness.
