Zelensky sets out energy truce terms in TSN interview

Politics Sunday, October 25, 2026 - Updated Oct 25, 2026 15:14

Volodymyr Zelensky told TSN that Ukraine will stop striking Russian oil infrastructure if Russia stops striking Ukrainian electricity, and said he had put three options to partners, including Starlink access over Russia or more Patriot missiles.

Why it matters: The interview sets out Kyiv's stated price for pausing its refinery campaign and links that price directly to the Starlink restriction dispute, giving Moscow and Washington a public set of terms against which the proposed trilateral talks can be measured.

Data as of TSN interview with President Volodymyr Zelensky, published October 25, 2026, in Ukrainian and read in full in translation in this run. Single source: the president's own statements in that interview, with no Russian, United States or partner response read in this run. Developing item.

Volodymyr Zelensky told TSN’s weekly programme that Ukraine’s strikes on Russian oil refineries answer Russian attacks on Ukrainian electricity, and set a direct condition for stopping them: if Russia does not hit Ukraine’s electricity, Ukraine will not hit Russian diesel and oil infrastructure, which he called a fair energy truce. He said he had put three options to partners: the energy truce, Starlink access over Russian territory so Ukraine can act against ballistic missile launchers, or, if that access is not opened, additional Patriot missiles that depend on neither Elon Musk nor Vladimir Putin. Zelensky said Ukraine had so far received none of the three, and that Starlink speed had instead been reduced from the level Ukraine already had.
