Commission proposes climate resilience law for a hotter Europe

Politics Tuesday, October 27, 2026 - Updated Oct 27, 2026 10:14

The European Commission has put forward a European climate resilience law and framework meant to move Europe from reacting to climate disasters to assessing and managing climate risks in advance, it said on Tuesday.

Why it matters: A common risk approach for public authorities, businesses and communities would shape infrastructure, insurance and disaster planning across the EU, and the proposed law still has to pass the European Parliament and the Council before it binds anyone.

Data as of European Commission news item of October 27, 2026, read in full in this run, is the primary source for the proposed law, its tools and the follow-up plans; the linked press release IP/26/2244 is listed in the feed pool but its press corner page did not render its text in this run. Developing item.

The European Commission has put forward a European climate resilience law to equip and empower public authorities, businesses and communities, alongside a framework that takes what it called a more proactive and systemic risk management approach after a summer of wildfires and droughts in 2026. A common approach to assessing and responding to climate risks is meant to better protect people, essential services and infrastructure when climate related disasters occur, supported by tools including the European Climate Viewer, a Navigator of Climate Resilience Tools and a Mission Solutions Explorer of proven adaptation solutions.

Looking ahead, the Commission said it will add a European heatwave plan, a climate insurance alliance and a European water initiative, launch a PreparEU Advisory Group on disaster preparedness, and identify Europe’s 100 most climate vulnerable territories. It restated the EU commitment to become climate neutral by 2050, saying the framework prepares Europe for the climate impacts that are already unavoidable.
