The San Francisco Public Utilities Commission has selected a Jacobs and PCL Construction joint venture as progressive design-build contractor for a $1 billion upgrade of the city's largest wastewater plant.

Why it matters: The award puts a $1 billion nutrient reduction rebuild inside a plant that treats nearly 80 percent of San Francisco's wastewater and cannot shut down while the work proceeds.

The San Francisco Public Utilities Commission has selected a joint venture of Jacobs and PCL Construction as the progressive design-build contractor for the Southeast Treatment Plant Nutrient Reduction project, the companies announced on Wednesday. The estimated project investment is $1 billion.

The Southeast plant is San Francisco’s largest wastewater treatment facility and handles nearly 80 percent of the city’s wastewater. The upgrade will add advanced treatment capabilities to reduce the nutrients discharged from the plant, and the new process will meet updated state and federal environmental requirements, according to Stephen Robinson, the commission’s assistant general manager. The work will proceed while the plant continues to operate.

“This ambitious project will remake the heart of San Francisco’s largest treatment plant while that plant continues to operate,” Robinson said. “Jacobs and PCL have worked with us on major wastewater projects before, and that experience will be critical as we take on a project of this size and complexity.” Dallas-based Jacobs will also support the commission’s Social Impact Partnership through investments in community health, education and workforce training.

The award adds to Jacobs’ run of major California water work, including a $185 million groundwater desalter expansion in Torrance begun in June with McCarthy Building Companies, and modernizations at the Donald C. Tillman Advanced Water Purification Facility in Los Angeles and the San Jose-Santa Clara Regional Wastewater Facility.
