The European Commission has proposed that the Council approve the remaining 45 billion euros of the 90 billion euro Ukraine Support Loan for 2027, following its positive assessment of the financing strategy Ukraine submitted on October 26. The 2027 allocation would provide up to 13.3 billion euros of budget support, split equally between the Ukraine Facility and macro-financial assistance, and 31.7 billion euros for Ukraine’s defence industrial capacity, with the budget support tied to conditions on the rule of law, the fight against corruption and economic resilience. The proposal now goes to the Council for adoption, and the Commission says disbursements could then begin in early 2027.
Commission proposes approving 45 billion euros for Ukraine in 2027
The European Commission has proposed that the Council approve the remaining 45 billion euros of the Ukraine Support Loan for 2027, split between up to 13.3 billion euros of budget support and 31.7 billion euros for Ukraine's defence industrial capacity.
Why it matters: Adoption would lock in the second half of the European Union's 90 billion euro two-year support loan on a set allocation, with most of the 2027 money going to defence production rather than budget support. Of the 45 billion euros allocated for 2026, 19.8 billion euros has been disbursed so far.
