The European Commission has disbursed almost 6.5 billion euros to France, Austria and Luxembourg under the Recovery and Resilience Facility, the centrepiece of the NextGenerationEU recovery programme. The Commission’s press release of October 30 is the primary record of the payment.
The disbursement lands in the facility’s closing phase. Member states had to complete the reforms and investments in their national plans by August 31, 2026, and submit final payment requests by the end of September, with the facility itself closing at the end of 2026. France had already received a positive assessment of its fifth and final payment request, for 6.1 billion euros, on September 28, completing its 40.3 billion euro allocation.
For the recipient governments, the money is grant and loan funding for investments already made against agreed milestones, covering areas such as energy renovation, transport, hydrogen and digital public services in the French plan. The payments convert years of milestone reporting into cash at a point when several member states are running tight budgets.
The remaining work of the facility is now administrative: final assessments, remaining disbursements before the December deadline, and the start of repayment planning for the common borrowing that funded the programme.
