Russia vetoed a United States draft resolution on Western Sahara at the UN Security Council on Friday, and a rival Russian draft then failed with only three votes in favour, leaving the MINURSO peacekeeping mandate to expire on October 31 with no renewal agreed.
Why it matters: MINURSO has been renewed routinely for decades since 1991, so its lapse removes the UN monitoring presence from a territory where low level hostilities resumed in 2020, and Morocco says the mission's personnel should now leave in the coming days.
Data as of Reuters report of October 30, 2026, read in full in this run via SRN News, corroborated by Al Jazeera (AP and Reuters) and Deutsche Welle reports of October 31, 2026, each read in full in this run. The mandate had not been renewed as of this update; a last minute council agreement remained possible in the reporting.
Russia vetoed the United States draft at the Security Council on Friday, despite 11 of the 15 members voting in favour and three abstaining. The draft would have extended the mission for a year, made Morocco’s autonomy plan the only basis for talks, scaled back its military component and renamed it MINUSO, dropping the reference to a referendum from the name of the UN Mission for the Referendum in Western Sahara. A rival Russian draft to extend the mission for a year on existing terms then drew only three votes in favour, one against and 11 abstentions, short of the nine needed to pass.
Morocco’s royal palace welcomed the failure to renew, saying the mission’s personnel and equipment should leave in the coming days and that Morocco remains committed to the ceasefire. Polisario representative Sidi Omar thanked Russia for the veto, which he said protected Sahrawi self determination, while Oxfam warned that losing the mission’s monitoring could put refugees at risk.
