US Myanmar strategy ties peace talks to rare earths

Mining Monday, November 2, 2026 - Updated Nov 2, 2026 18:14

A recently published State Department strategy for Myanmar says the US mission will work toward a ceasefire that presents a pathway to a lasting peace agreement by 2030, in terms that explicitly link the diplomacy to opportunities to access the country's rare earth resources.

Why it matters: Myanmar's rare earths sit mainly in conflict-affected areas and are now exported to China, so the document puts a minerals objective inside US peace diplomacy toward a government Washington has sanctioned since the 2021 coup.

Data as of Reuters report of November 2, 2026, read in full in this run via its republications, quoting the State Department's integrated country strategy for Burma, approved August 31 and posted on the department's website more recently; the strategy document itself was not read directly in this run. The State Department’s integrated country strategy for Myanmar says the US mission will facilitate at least three multistakeholder forums producing concrete agreements or policy proposals advancing fiscal federalism and territorial demarcation, which the document says will create opportunities to access Myanmar’s rare earth resources and combat scam centers, Reuters reported on Monday. The strategy also aims to secure at least three major commercial or investment deals valued above $5 million each for US companies.

Reuters reported last month that US officials have quietly held talks with Myanmar’s nominally civilian government, a departure from years of policy aimed at isolating the military, and that the talks have included how to gain access to rare earth minerals located mainly in conflict-affected areas and currently exported to China. The strategy document does not spell out whether the US intends to lift sanctions or address other compliance concerns that deter investment, and the State Department did not respond to Reuters’ request for comment.
