The European Commission has greenlit Latvia’s fifth and final payment request for 504 million euros under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU. The Commission found that Latvia had satisfactorily fulfilled the 25 milestones and 31 targets attached to this request, which cover affordable housing delivery, higher education governance, regional railway electrification, flood defences, health equipment and school upgrades.
Latvia’s plan is financed with 1.97 billion euros in grants only. This payment would bring total disbursements to the full 1.97 billion, including 264 million euros of pre financing received in September 2021, with all 187 milestones and targets in the plan fulfilled. Latvia submitted the final request on September 30, 2026, against the programme wide deadline of August 31, 2026 for completing milestones.
Status discipline matters here: a greenlight is a preliminary assessment, not money paid. The Commission has sent its assessment to the Economic and Financial Committee, which has four weeks to deliver its opinion, and payment follows only after the Commission adopts a payment decision. Nothing in the release disburses funds today.
The wider significance is programme closure. The Commission’s October annual report put total Recovery and Resilience Facility disbursement at 450 billion euros, near 80 percent of amounts requested, with the final 32 payment requests still being assessed and remaining disbursements of about 123 billion euros due to complete by the end of 2026. Latvia’s clean finish, at full allocation, is the benchmark the remaining files are measured against.
