The European Commission has greenlit Finland’s sixth and final payment request for 331 million euros under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU. The Commission found that Finland had satisfactorily fulfilled the 17 milestones and 9 targets attached to this request, completing six reforms and 19 investments covering research, decarbonisation, digitalisation, clean mobility, healthcare, green permitting and education. Finland submitted the request on September 29, 2026.
The payment would bring total funds paid to Finland under the facility to 1.95 billion euros in grants, the full amount allocated under its recovery and resilience plan, with all 137 milestones and targets in the plan fulfilled. Flagship measures in this final request include clean research and innovation in industrial decarbonisation, carbon capture and renewable hydrogen, industrial electrification, faster deployment of wind and solar with expanded grid connections and storage, digital environmental permitting, and expanded lifelong learning.
Status discipline matters here: a greenlight is a preliminary assessment, not money paid. The Commission has sent its assessment to the Economic and Financial Committee, which has four weeks to deliver its opinion, and payment follows only after that opinion and the Commission adopting a payment decision.
